Summer is here, and Niwot is vibrant with so much of what makes Niwot special. The NBA helps make so much of this come true! There are flowers along 2nd Ave and in Cottonwood Square that make visitors and Niwotians smile each day. There are events each week, like Dancing Under the Stars and Rock & Rails, as festivals such as Flower Fest and Honey Bee Harvest Festival. There are special events to encourage people to come enjoy Niwot such as Pampered Pooch Walk and the House Blend Band series. As the weather warms, come outside and join in the Niwot fun!
NOTES FROM THE VICE PRESIDENT
Lobsterfest was a huge success- we had great weather, sold out tickets and raised around $3000 for the Niwot Sculpture park – great work from the Lobsterfest committee – Linda Klueber, Mary Coonce and Deb Fowler – thank you to all who have contributed to the silent auction and all the volunteers who helped.
Some smaller events coming up will be a dog walk around on July 15th 10am – 2pm – any businesses can give away dog related gifts. Then a where’s waldo scavenger hunt around town in August is in the planning – watch this space for more details.

Biff Warren noted that the Niwot Semi Marching Band will play at the Rockies game this Friday. https://niwotarts.org/semi-marching-free-grange-band/#:~:text=A%20community%20band%20of%20all,for%20Niwot%20and%20local%20events.
Biff Warren spoke about the NBA and how it began. Thirty years ago, Niwot business owners got together to create the L.I.D. to help with construction and maintenance of Niwot roads and lighting. It was agreed that a 0.5% sales tax to build the drainage system and pave the road would be instituted.
Fast forward to 2001 and the Colorado State statute was amended to improve not just the infrastructure, but also to do marketing. There was, however, no funding for this. When Bill Ritter was governor, the percentage was increased to 1%.There was then an amendment to fund events (except alcohol)and this passed. Since 2008, the L.I.D. has been influential in all Niwot events and in building relationships with Boulder County works and commissioners.
NBA, NCA, property owners, and business owners make up the L.I.D. of 9 members. There are Boulder County representatives on this grouping also. They meet on the first Tuesday of each month at Niwot Inn, and these meetings are open to the public; you are welcome to attend!
The LID encompasses 2nd Ave and Cottonwood Square and Left Hand Animal Hospital. The criteria of the L.I.D. is that there must be 3 Niwot residents, 1 NBA rep, 1 NCA rep, and 3 business representatives. See https://bouldercounty.gov/government/boards-and-commissions/niwot-local-improvement-district/
Eric talked about the strategic plan for Niwot.https://assets.bouldercounty.gov/wp-content/uploads/2022/07/2022-2026-Niwot-Local-Improvement-District-Strategic-Plan.pdf
Eric wanted to communicate what the L.I.D. has picked for priorities. The LID’s mission is to effectively and best use the 1% tax that is the LID. Eric noted that things have grown, and the current revenue is about $300,000 and the LID spends 80% of this each year, and keps the rest as a reserve. The 6.18% sales tax is Boulder tax, and in the LID district, there is 1% additional to all sales tax to fund the LID. The advisory LID committee has decided to advocate for the Niwot area and maintain the authenticity of Niwot. The strategic areas of focus are to advocate with Boulder County for Niwot (examples are the Bikeway along 119) and to build a strong basis of support. Increasing Connectivity is a focus for the LID. Supporting communication among the various volunteer associations is a focus for the LID.
The L.I.D. helps fund events in Niwot. The LID does require if there is funding for events that there is a report afterward to measure the success of this event and assess if the expenditure helped Niwot.
NBA makes its funds through membership and through funds from Rock & Rails. The LID’s funding is separate from the NBA, but the NBA links into LID funds to help fund the NBA
